Batteries, Poles, Solar Panels and Windturbines not placable on Foundation

Could we possible be allowed to place batteries, solar panels and wind turbines on foundations.
i would like to build a platform to hold these items. and would also like to have the batteries in a storage room in my house.

Fredrik MergedIt seems like solar panels and batteries, can only be placed on the ground and not on foundations.
