Balancing Rail's

Rail network isn't flowing as it should.
Smelter is 60 output, miner outputs 30.
in theory 2 miners should keep the smelter constantly burning.
the merger or rails however seem to stop on the merger then move, thus not keeping a 1:1 input/output
