Unable to access tools after mining and running | tools, hotbar, mining

• Build Version: v0.1.0-alpha.(19629)
• Description: After mining and then running very slowly, the player is unable to pull out tools such as the axe or pickaxe from the hotbar to use them.
• Expected Behavior: After mining and running, the player should still be able to equip and use tools normally.
